Working collaboratively with individuals, businesses, government and other service providers, St. Patrick Center will end chronic homelessness in the St. Louis region through Housing First, an evidence-based practice that tells us to remove barriers, do intake and assessment early, move people into housing and offer them support to achieve their goals.
St. Patrick Center, a ministry of Catholic Charities, is hiring a Data Quality Manager. The Data Quality Manager plays a pivotal role in managing the data systems and reporting used by St. Patrick Center to achieve its mission of empowering individuals and families who are homeless to obtain housing and the supportive services they need to achieve self-sufficiency. The Data Quality Manager manages the internal client-data management system, data quality, data reporting and analysis, and support of internal teams that require data including but not limited to Senior Leadership, Programs, Grants, Compliance, Quality, Philanthropy, Communications, and Finance. This includes support for the full data management lifecycle including user training, system configuration changes, version updates, data quality monitoring, and standard and ad hoc reporting.
External data requests also need to be supported from government agencies (e.g. at St. Louis City, surrounding counties, state, and federal), regional not for profit agencies (e.g. United Way, Housing Continuum of Care), and external foundations/grant providers. Lastly, the position requires coordinating with our software vendors for training, technical updates, and support issues. The core working hours for this position are 8:00 am - 4:30 pm. Monday through Friday. The salary ranges between $60,000 - $70,000.
- Participate as a member of the senior leadership team, contributing to strategy development, procuring reliable revenue streams, monitoring operational performance and impact metrics, and ensuring compliance with grant, regulatory and accreditation requirements.
- Manage grant review, application, and renewal, including establishing appropriate timelines and budgeting guidelines. Encourage continuous learning and process improvement by the team.
- Coordinate and lead program performance reviews in collaboration with finance to identify funding gaps, budget variances, operational and resource challenges, and corrective action plans.
- Assist program senior directors and managers in development of accurate and reasonable program budgets, forecasts, and spending analyses.
- Support Finance Senior Director with annual budgeting process and financial reporting for grant providers.
- Work closely with program managers to identify and procure new sources of revenue to ensure long-term viability of their programs.
- Work directly with funding agencies on compliance criteria and adherence. Monitor and ensure all aspects of grant compliance are met.
- Oversee and direct data analysis and reporting.
- Monitor and ensure all aspects of Joint Commission compliance are met.
- Direct the physical building inspection and compliance process, as required by the funding agencies, for all client housing, including properties owned and/or managed by St. Patrick Center, and scattered site housing units.
- Manage internal process for file reviews to ensure clean program audits.
- Oversee HIPAA compliance for St. Patrick Center.
- Oversee safety and security operations across the organization.
- Performs other duties as assigned
- Strong analytical, data, and report development skills.
- Proficiency in data analysis tools like Excel and Power BI.
- Experience with providing user training and support.
- Experience supporting web-based applications.
- Strong attention to detail and ability to manage multiple projects and deadlines simultaneously.
- Excellent interpersonal skills with the ability to communicate effectively with diverse stakeholders and work collaboratively with a team.

- Bachelor's degree or equivalent data analyst experience required. Preferred degrees are Computer Science, Business, Communications, or Non-profit Management.
