Working collaboratively with individuals, businesses, government and other service providers, St. Patrick Center will end chronic homelessness in the St. Louis region through Housing First, an evidence-based practice that tells us to remove barriers, do intake and assessment early, move people into housing and offer them support to achieve their goals.
St. Patrick Center, a ministry of Catholic Charities, is hiring a Rapid Rehousing Program Manager. This role will manage all aspects of the program including planning, coordinating, researching, promoting, organizing, and administering rapid rehousing and assistance activities. The manager will monitor the rapid rehousing program to ensure contract compliance and outcomes are met, will hire, and train all new program staff, as well as oversee the typical daily work of program staff to ensure documentation and verification requirements are followed and client program eligibility standards are met. The manager is responsible for the creation and oversight of all program reports. The core working hours are Monday through Friday, 8am to 4:30pm. The salary range is $55,000 to $65,000.
- Monitor rapid rehousing programs to ensure program contract outcomes are met including housing placement, financial/income goals, and retention goals.
- Supervise and train program staff providing feedback related to performance, professional growth, opportunities for improvement, etc.
- Coordinate the purchase of supportive services by approving check requests and other services according to accounting and grant requirements, and processing rent requests following established procedures.
- Facilitates team meetings and communicates individually with team members between meetings in order to coordinate services and generate ideas to help clients achieve their housing goals.
- Provide oversight of program budget including monitoring and correcting overspending or underspending of funds and monthly budget forecasting.
- Compile timely statistics for and create monthly, annual, and other program reports.
- Fosters strong working relationships with community-based organizations and partner agencies. Provides consistent communication with other organizations and partner agencies to ensure coordination of services.
- Accurately enters all client activities and provided services in CaseWorthy and HMIS client tracking systems within 1 business day of activity or service.
- Verify CaseWorthy and HMIS documentation requirements have been met.
- Ensures that all programs meet COC guidelines/regulations.
- Assist Senior Director of STT with day-to-day operations in the department to ensure good customer service is provided.
- Ensure that quarterly record reviews are completed.
- Files and completes daily paperwork tasks as needed.
- Comply with HIPAA regulations.
- Assist clients with housing search when direct line staff are unavailable.
- Assist landlords with property vacancies and needs.
- Other duties as assigned.
- Bachelor’s degree in human services, counseling, social work, or related field required.
- Prior management experience and preparing statistical reports required.
- Driver license required (MO residents require a Class E).
- Current and valid auto insurance required.
- Reliable vehicle required.
- Working knowledge of Microsoft Office and data entry experience.
- Working knowledge of landlord-tenant laws and rights.

PREFERRED QUALIFICATIONS
- Prior experience working with socially/economically disadvantaged persons and assisting with housing placement and landlord development activities preferred.
