Procurement Manager
Position Summary: The Procurement Manager is responsible for overseeing the procurement of goods and services for UST in a manner that is cost-effective, transparent, and compliant with university policies and applicable regulations. This position works closely with the business office to meet procurement needs, develop vendor relationships, and support the university's strategic goals.
Key Responsibilities:
- Develop, implement, and manage procurement strategies that align with UST objectives.
- Oversee the procurement lifecycle, including sourcing, vendor selection, contract negotiation, and order fulfillment.
- Ensure compliance with UST procurement policies, state and federal regulations, and ethical standards.
- Build and maintain strong relationships with vendors and suppliers to ensure high-quality goods and services at competitive prices.
- Evaluate vendor performance regularly and address any issues to improve service and efficiency.
- Maintain a robust supplier database and foster a diverse supplier base.
- Review and negotiate contracts to ensure favorable terms for the university.
- Monitor contract compliance and manage renewals or terminations as needed.
- Analyze purchasing data to identify cost-saving opportunities and implement strategies to reduce expenses.
- Identify and implement process improvements to enhance procurement efficiency.
- Prepare reports on procurement activities, cost savings, and vendor performance for senior leadership.
Qualifications:
Education and Experience:
- A minimum of 5 years of experience in procurement, with at least 2 years in a managerial or leadership role.
- Experience in higher education or a similar public institution is highly desirable.
- Strong knowledge of procurement principles, practices, and technologies.
- Familiarity with state and federal procurement regulations, particularly as they pertain to higher education.
- Excellent negotiation, analytical, and decision-making skills.
- Ability to manage multiple priorities and meet deadlines in a fast-paced environment.
- Strong interpersonal and communication skills, with the ability to collaborate effectively with diverse stakeholders.
