Purpose: This position is located in Wilmington, Delaware. The Accounts Payable Coordinator is responsible for operations and invoice payments for the Low Income Home Energy Assistance Program, which assists with supplemental home energy costs, Winter heating fuel, energy crisis assistance and summer cooling.
This is a full-time position to assist clients in the process of applying for heating assistance. The schedule for this position is 8:30 am - 4:30 pm, Monday through Friday.
Essential Functions:
- Monitors day-to-day LIHEAP fiscal activities to ensure compliance with state/federal objectives and/or guidelines.
- Monitors and /or tracks LIHEAP fiscal-related activities, records, and documents, including LIHEAP operational expenditures, program heating, and crisis voucher payments.
- Reviews financial transactions, payment vouchers supporting data, and program operational expenditure invoicing and codes to ensure the accuracy of LIHEAP service payments.
- Process payment vouchers and refund payments to include a letter of explanation.
- Assist with heating, crisis, and SCAP benefits administration, including tracking and processing payments.
- Gathers, maintains and evaluates statistical, financial, and infrastructure data to forecast services, technology and manpower needs, and operating/capital costs for processing LIHEAP SCAP benefits.
- Reconciles LIHEAP bank statements for direct payments issued, direct service refunds deposited monthly, and voided checks quarterly.
- Research and provide data, reports, and other documentation to the LIHEAP Program Manager, state, federal, and independent auditors and for another request for LIHEAP financial data.
- Maintain LIHEAP client financial information in adherence to client confidentiality policies and procedures.
- Coordinate with LIHEAP Program Manager, Payment Processor Supervisor, state fiscal officer and applicable persons in resolving LIHEAP fiscal challenges and or disputes
Qualifications:
- Associate’s degree in bookkeeping or related field and one year of experience in general bookkeeping or equivalent combination of education and experience.
- Critical thinking skills; accuracy in processing financial and other business data.
- Ability to review the accuracy of funds, resolve payment discrepancies, and make appropriate adjustments.
- Proficiency with data-entry, filing and general clerical work.
- Proficient in Microsoft Excel, Word, and Outlook.
- Excellent written and oral communication skills.
- Ability to build trust and rapport with individuals from diverse cultural, socio-economic, and ethnic backgrounds.
- Ability to safeguard access to confidential, or sensitive, information and data.
- Willingness to consent to and ability to pass a criminal background check in accordance with federal/state/local laws.
