The Case Manager will serve as the primary point of contact and maintain a caseload of unaccompanied children (UC) reunifying with sponsors in Massachusetts. Responsible for assessing and documenting needs of clients. Conduct home visits with unaccompanied children and their sponsors, and follow all requirements outlined by the Office of Refugee Resettlement (ORR) and the U.S. Conference of Catholic Bishops Migration and Refugee Services (USCCB/MRS) program guidelines. Local travel is required for day and evening work.
ESSENTIAL FUNCTIONS
Ensure that the activities of this position and relevant programs are consistent with the mission, vision, and values of the Catholic Charitable Bureau Archdiocese of Boston and Refugee and Immigration Services.
- Maintain appropriate professional boundaries and always ensure the confidentiality and privacy of all client information.
- Develop working knowledge of federal contracts for unaccompanied migrant children (UC) services.
- Adhere to ORR and USCCB/MRS programmatic and contractual timelines for provision of services, including accurate reporting and protection of client Personal Identifiable Information (PII) and Personal Health Information (PHI).
- Conduct Home Studies with prospective sponsors to assess the suitability of the placement, home and verify relationship to the UC. Identify and report any issues that might indicate an unsafe environment or sponsor who does appear to have the best interests of the child as of utmost importance.
- Conduct home visits and monthly status check in calls as required for UC receiving Post-Release Services.
- Help UC and sponsors to understand and utilize the local health system through referrals in their areas of residence.
- Educate sponsors on school registration and attendance requirements.
- Assist clients in obtaining reputable legal representation for immigration proceedings by providing referrals.
- Ensure the confidentiality and privacy of all client information. Maintain appropriate and professional boundaries/relationships with clients at all times.
- Write comprehensive case notes and document client services and referrals.
- Complete all required reports and submit to supervisor for review and submission to USCCB/MRS within specified timeframes.
- Maintain organized paper and electronic case files. Ensure that all information reported is accurate, documented and reliable.
- Meet with immediate supervisor on a regular basis and actively use supervision to strengthen skills and grow as a professional.
- Achieve individual benchmarks and other performance measures. Address areas of concern in a timely and productive manner.
- Input client data into agency database, Data CCAB, and complete reports and other data requests using USCCB Migration Refugee Information System (MRIS) and any other required databases.
- Attend and actively participate in all internal and external meetings.
- Complete a minimum of 40 hours of training on ORR specified topic areas.
- Work is performed in the office, in client’s homes and in a virtual/remote environment, the latter with prior approval. Sitting and standing for extended periods is necessary while working in the office or remote. The use of phones, keyboards, other office equipment and written documentation is required. The use of personal protective equipment is required as directed.
- Local travel is required for day and evening work as required.
QUALIFICATIONS
- BSW, LCSW, LICSW, or Bachelor of Arts in related field (e.g., Sociology, Psychology, Education, Global/International Studies) is required. Bachelor and Master level degrees from native country may be considered.
- Bilingual in English and Spanish required, native speaker preferred.
- Work experience with youth, immigrants, or refugees required. Prior experience with unaccompanied migrant children preferred.
- Ability to work within the community and perform outreach duties, including the ability to do so while working remotely.
- Excellent administrative, data collection, typing, and writing skills; strong attention to detail; computer proficiency in MS Office, online learning platforms, and databases.
- Experience with virtual communication and meeting tools such as Zoom and WhatsApp.
- Ability to establish and maintain a positive and professional relationship with co-workers, clients, and community service providers.
- Cultural responsiveness, commitment to racial justice, and ability to relate well and effectively in a multicultural and multilingual workplace with diverse client population is required.
- Experience of employing a trauma-informed care approach is preferred.
- Must have valid U.S. driver's license. Work travel is required, insurance coverage and access to a reliable vehicle or public transportation is required.
